الآثار الاقتصادية لجائحة كورونا في السودان

Abstract

مستخلص البحث: يهدف البحث إلى معرفة الآثار الاقتصادية والاجتماعية لجائحة كورونا، تنبع البحث الأهمية العلمية والعملية لجائحة كورونا على الاقتصاد، وتتمثل مشكلة البحث أن جائحة كورونا أثرت على الاقتصاد السوداني في الإنتاج والنشاط الاقتصادي بسبب الأزمة العالمية للجائحة، وتتمثل أسئلة البحث في الإجابة على السؤال الرئيسي وهو ما أثر الجائحة على الاقتصاد السوداني، واتبع الباحثون المنهج الوصفي للبحث، وأيضاً تتمثل فرضيات البحث في توضيح أثر جائحة كورونا السلبي على الاقتصاد العالمي والعربي والسوداني، أما أدوات جمع البيانات استخدم الباحثون أداة المقابلة للبحث العلمي، وتوصلت الدراسة لأهم النتائج: 1/ ازدادت معاناة العالة في القطاع الرسمي والقطاع الخاص من البطالة الواسعة والاجازات غير المدفوعة، لضعف الإمكانيات المالية لجهات عملهم. 2/ تعمق حالة الركود في القطاعات الرئيسية التي توفر الوظائف للعاملين بالمناطق الحضرية. 3/ إن حالة الركود الاقتصادي والبطالة الواسعة في ظل جائحة كورونا يمكن أن تؤدي لمزيد من تدهور الحالة الاقتصادية والاجتماعية. 4/ ارتفاع معدل الفقر في السودان من 65% قبل الجائحة ليصل إلى 80% من جراء التداعيات الاقتصادية الثقيلة لفيروس كورونا على السودان. وأيضاً توصلت الدراسة لأهم التوصيات: 1/ ضرورة زيادة الإنفاق على الرعاية الصحية بما يتماشى مع الاحتياجات المتصلة بالوباء للتغلب على القيود المفروضة على قدرة نظام الرعاية الصحية. 2/ تخفيض نسبة الاحتياطي النقدي للمصارف التجارية بما يعزز من قدرتها على زيادة حجم التمويل المصرفي للقطاع الخاص ومنح تسهيلات مصرفية لعملائها مع التركيز على الشركات الصغيرة والمتوسطة. 3/ أهمية تخفيض البنك المركزي لتكلفة التمويل لتمويل القطاعات الإنتاجية، والسماح للمصارف بتأجيل أقساط التسهيلات الائتمانية الممنوحة لعملاء القطاعات المتأثرة بالفيروس.

Abstract: The research aims to know the economic and social effects of the Corona pandemic. The research stems from the scientific and practical importance of the Corona pandemic on the economy. The research problem is that the Corona pandemic affected the Sudanese economy in production and economic activity due to the global crisis of the pandemic. The research questions are represented in answering the main question, which is what impact The pandemic has affected the Sudanese economy. The researchers followed the descriptive approach to the research. The research hypotheses also include clarifying the negative impact of the Corona pandemic on the global, Arab and Sudanese economy. As for data collection tools, the researchers used the interview tool for scientific research, and the study reached the most important results: 1/ The suffering of dependents in the formal and private sectors has increased from widespread unemployment and unpaid leave, due to the weak financial capabilities of their employers. 2/ The state of recession deepens in the main sectors that provide jobs for workers in urban areas. 3/ The state of economic recession and widespread unemployment in light of the Corona pandemic could lead to a further deterioration of the economic and social situation. 4/ The poverty rate in Sudan increased from 65% before the pandemic to reach 80% due to the heavy economic repercussions of the Corona virus on Sudan. The study also reached the most important recommendations: 1/ The need to increase health care spending in line with pandemic-related needs to overcome constraints on the health care system’s capacity. 2/ Reducing the cash reserve ratio of commercial banks in order to enhance their ability to increase the volume of banking financing to the private sector and grant banking facilities to their customers, with a focus on small and medium-sized companies. 3/ The importance of the Central Bank reducing the cost of financing to finance productive sectors, and allowing banks to postpone installments of credit facilities granted to clients of sectors affected by the virus.
