دور النظم الاقتصادية المختلفة في معالجة المشكلة الاقتصادية

Abstract

المستخلص: تناول البحث أثر اقتصاد الحرب على التجارة الخارجية في السودان، دراسة حالة وزارة التجارة والصناعة الفترة 2023م-2024م. تمثلت مشكلة البحث في أن الصراع المسلح يؤثر على الاقتصاد بشكل عام والتجارة الخارجية بشكل خاص. هدفت الدراسة إلى فهم كيفية تأثير الحروب والصراعات على حركة التجارة الخارجية في السودان وتحليل النتائج الاقتصادية المحتملة لهذا التأثير، دراسة التغيرات التي طرأت على نمط الهيكل التجارة الخارجية في السودان نتيجة للحروب والصراعات وتحديد القطاعات الاقتصادية المتأثرة بشكل كبير، تقديم توصيات وسياسات اقتصادية وتجارية وتهدف إلى تعزيز تجارة الخارجية وتحفيز النمو الاقتصادي رغم التحديات الناجمة عن الحروب، وتقديم البحث للمساهمة في عملية اتخاذ القرارات. اتبعت الدراسة المنهج الوصفي التحليلي، سعت الدراسة لاختبار الفرضيات التالية: يمكن أن تفرض أن الحروب والصراعات تؤثر سلبياً على التجارة الخارجية في السودان من خلال تقليل الإنتاج وتدمير البنية التحتية وتقليل الثقة الاقتصادية. يمكن أن نفرض أن الحروب قد تؤدي الى التغيرات في هيكل الاقتصاد السوداني، مما يؤثر على نوعية وحجم التجارة الخارجية، مثل التحول الاقتصاد من الزراعة إلى القطاعات الأخرى. توصلت الدراسة لعدة نتائج منها انخفاض الصادرات والواردات فقد يؤدي الصراع وعدم الاستقرار إلى انخفاض حجم التجارة الخارجية سواء بسبب تدمير البنية التحتية أو تقليل الثقة في الأسواق الدولية، وتدهور السمعة الاقتصادية قد يؤدي التأثير السلبي للاقتصاد الحربي إلى تدهور سمعة البلد في الساحة الدولية مما يزيد من صعوبة جذب الاستثمارات الأجنبية وتوقف التعاملات التجارية. أوصت الدراسة بعدة توصيات منها تعزيز الاستثمار في البنية التحتية فينبغي على الحكومة السودانية توجيه الاستثمارات نحو إعادة بناء وتطوير البنية التحتية الاقتصادية، وتعزيز التعاون الإقليمي والدولي من خلال تعزيز العلاقات مع الدول المجاورة والشركاء الدوليين.

Abstract: The research addressed the role of different economic systems in addressing the economic problem. The research problem was how the three economic systems address economic problems and any other problems that may arise in the future. The importance of the research topic is highlighted in light of the growing international conflicts that include all aspects of material and intellectual life, and from this came the importance of research in talking about the foundations and pillars on which the three economic systems are based and their role in solving the economic problem that has become a problem that has become a problem for humanity and troubles countries, individuals and institutions. The research aimed to study the economic problem and its causes, study the foundations of the three economic systems, and increase knowledge about economic systems. The study followed the descriptive analytical approach. The study sought to test the following hypotheses: the economic efficiency hypothesis, the fair distribution hypothesis, the economic growth hypothesis, the market organization hypothesis, and the innovation and technological development hypothesis. The study reached several results, including that the Islamic economic system is based on the principles of Islamic Sharia, which include prohibiting usury (interest), encouraging zakat, and equitable distribution of wealth. It is characterized by social justice through the zakat system and wealth distribution, and financial stability thanks to the prevention of interest and the reduction of financial risks. The study recommended several recommendations, including the importance of choosing an appropriate economic system to solve the economic problem effectively and sustainably, and maintaining a high level of public or private investment spending.
