The study addresses the economic challenges facing the Sudanese construction sector, such as exchange rate fluctuations, inflation, and material availability, and their effect on the accuracy of initial cost estimates. The research reviews techniques used in cost planning, including integrated cost-scheduling software, and discusses mechanisms for managing financial risks and unexpected cost overruns. The study adopted an analytical and descriptive approach, including a literature review, a field questionnaire to gather insights from engineers, project managers, and contractors on current practices and obstacles. Furthermore, the research includes a case study of a hotel project to evaluate the effectiveness of financial plans and compare actual versus estimated costs. The study concludes with XII recommendations to enhance financial planning strategies and the use of modern control tools to ensure project sustainability with minimal financial losses under volatile economic conditions.
